Ukraine Sets Global Stage for Peace Summit, Challenges Russia to Stop Stalling

Kyiv has announced its readiness to hold high-level talks with Moscow anywhere and in any format. This was stated by Ukrainian Foreign Minister Andrii Sybiha following a teleconference with Western partners.

The call, which included U.S. Secretary of State Marco Rubio and European counterparts, focused on next steps toward peace and discussions about future security guarantees for Ukraine. Sybiha emphasized that Kyiv expects concrete, legally binding agreements from its partners, not just political promises.

At the same time, the Ukrainian side warned Moscow of the consequences of further delaying negotiations. In case of Russia’s refusal to engage in dialogue, Kyiv and its allies threaten to tighten sanctions and increase military support for Ukraine.

In response, the Kremlin continues to challenge the legitimacy of President Zelensky to sign any agreements. This position has been rejected by the European Union, which stated that Russia cannot dictate the terms of Ukraine’s internal politics.

Meanwhile, Washington has made it clear that the main financial burden for future security guarantees should fall on Europe. The United States sees its role in providing air support but rules out sending ground troops.

Thus, Ukraine demonstrates openness to diplomacy but shifts responsibility for a potential breakdown in negotiations onto Russia.
