U.S. Permanent Representative to NATO Matthew Whitaker said that the Alliance is ready to provide “any necessary assistance” to U.S. President Donald Trump to achieve a cessation of hostilities on the territory of Ukraine. The information was announced on the Newsmax television channel. The statement came against the backdrop of active consultations between the U.S. and NATO partners on possible scenarios for resolving the armed conflict.
Whitaker emphasized that NATO will support any efforts by Washington aimed at ending the war, and is prepared to allocate all necessary resources. According to the U.S. representative, the objective is to create the conditions for a cessation of hostilities and transition to a diplomatic process. It was separately noted that the Trump administration is considering tools of influence both on Russia and on Ukraine in order to motivate both sides to participate in negotiations on a cease–fire. The statement was made on October 24, 2025. On the same day the U.S. Treasury Department imposed sanctions on major Russian companies, including Rosneft and Lukoil, which is being seen as an additional tool of pressure.
Confirmation of NATO’s readiness to assist the U.S. administration in ending the fighting could create prerequisites for launching a new negotiation process with participation of international structures. It is likely that the settlement format will include diplomatic and economic pressure mechanisms. For Ukraine, the initiative may mean a possibility to reduce military burden, but also the likelihood of increased external pressure on issues of possible concessions. For Russia, the signal is that the U.S. and NATO are moving into a more active phase of political and economic leverage. This statement confirms the formation of a more active position of NATO not only as a defensive bloc, but also as a participant in the diplomatic process for stabilizing the situation and lowering the level of armed confrontation.
NATO has officially expressed its readiness to support the actions of U.S. President Donald Trump directed at ending the war in Ukraine and initiating negotiations between Russia and Ukraine. The declared approach includes a set of measures — from diplomatic to sanction-based — with the aim of creating conditions for conflict resolution. The formulated position reflects the intention of Washington and the Alliance to accelerate the transition from the military phase to the negotiation phase.
